    Add the beef to a large bowl. Add the Italian seasoning, garlic powder, onion powder, salt, pepper, balsamic vinegar, 1 tablespoon of olive oil, and the tomato sauce. Use your hands to rub the flavorings all over the beef. Cover with plastic wrap and refrigerate for 5 hours to marinade.

    Add the remaining olive oil to the instant pot and set to saut . Add the marinated beef. Sear the beef on both sides until well browned all over. This will take a couple of minutes each side. Cancel the saut function.

    Add the beef stock to the instant pot. You may use a chicken or vegetable stock if preferred. Place the lid securely on the instant pot and ensure it is set to sealing. Select high pressure and set the timer for 12 minutes. After 12 minutes, do a quick release of the pressure. The beef should be medium rare, however cook longer if desired. Allow the beef to rest for 5 minutes, then thinly slice across the grain to serve.
