    Preheat an oven to 350 F. Line a half baking sheet with parchment paper. Arrange two sausage links parallel to each other, about 1" apart, to form the turtle legs. Repeat to make 3 more turtles, resulting in 4 total turtle bases.

    Divide the ground Italian sausage into four parts. Massage each section to bind the meat together. Roll each section into a ball and place it on top of one of the four sausage link bases. Press down well to form the shell around the legs, ensuring it holds together. Cut the remaining two sausage links in half and press each headpiece into the shell, forming the ground sausage around the heads to secure them.
